Instructions
1. Preheat oven to 350°F (175°C). Grease a 9×13-inch baking dish.
2. In a medium bowl, whisk together flour, cocoa powder, baking powder, baking soda, and salt.
3. In a separate bowl, beat sugar, eggs, milk, oil, and vanilla until smooth.
4. Gradually add dry ingredients into the wet and mix until fully combined.
